Description
Patents statistics have made accelerated progress recently. They are increasingly used by decision makers in innovation policy or in patent offices in order to monitor developments in their fields; The recently developed EPO Worldwide Patents Statistics Database offers a unique tool for analysts and producers of patents data and indicators. The purpose of this workshop, the third in a series initiated in 2003, is to take stock of recent developments in patents statistics and explore future perspectives, by gathering users and suppliers.

Objectives
At the end of the conference attendees will have learned and discussed about innovative ways for using patent data to address policy issues, about indicators in the valuation of patents and in forecasting patent data.
In particular, participants will get a thorough overview to the design, structure and applications of the world-wide patent statistical database PATSTAT. Attendees are encouraged to exchange their views on its applicability and in enhancing its outreach and utility.

  • The conference will cover the following themes:
  • Data needs for policy and analytical uses;
  • Recent developments in patents databases;
  • Patents indicators for monitoring inventive activities – efficiency, organisation, location etc.;
  • Indicators for monitoring the patent system;
  • Spillovers and diffusion of knowledge;
  • Measuring the value of patents;
  • Linking patent statistics with complementary data: R&D data, bibliometrics, licensing, business surveys, corporate accounting etc.;
